I'm writing to share my thoughts about funding schools without increasing the taxes on property owners. The IRS treats qualifying donations made to a non-profit school as tax deductible. Business and high income earners who normally itemize their charitable contributions for tax deduction purposes are an untapped revenue base to be considered in addition to the property tax base strictly used to fund our schools. Perhaps if the Vermont Department of Education partnered with an organization for fundraising revenue among businesses and individual benefactors on top of the existing property tax system which exclusively funds schools, we can raise significant additional revenue for K-12 public education without placing additional burden on property tax payers.
