Dear Neighbors,

This coming Monday, the City Council will convene its second of two scheduled meeting for the month of November.

We will begin our meeting at 5:30pm with a presentation on an alternative to the software we use for our Council agendas. This was a priority from our Council retreat in May. We all would like to see a program that is more user friendly and more community engagement friendly.

We have three reports before our deliberative agenda.

• The first is a report on the status of the CAHOOTS or crisis response team program and a general review of police innovation.

• We will hear a report from the mayor on the 10 point plan to fulfill the promise of Housing as a Human Right in Burlington.

• Our last report is the Chittenden County Regional Planning Commission annual report.

After public forum which will begin at 7:30pm, we have several items on our deliberative agenda, as follows:

• We will vote on the ratrification of a tentative union collective bargaining agreement with the Burlington firefighter union.

• We have three charter changes to vote on:
- The first is on the siting of polling places. Simply stated, this Charter change would allow for people to vote at a polling place located outside their ward. We are proposing this change to allow for some flexibility given the availability of locations for voting.
-The second is a change that would allow for all residents to vote in local elections.
-The last Charter change would bring Ranked Choice Voting for mayoral, school commissioner and ward election officer elections.
