Our meeting will begin at 6pm with an expected executive session on union collective bargaining, ending at 7pm. Immediately following, we will have a presentation on the Main Street Project. I would encourage you to check out the powerpoint presentation on board docs at http://www.boarddocs.com/vt/burlingtonvt/Board.nsf/Public. Once on board docs, go to "Meetings" at the top of the screen and then to the May 9 meeting on the left side of your screen. This and all other agenda items are listed with supporting documents, such as this powerpoint presentation.
Following public forum and any climate emergency reports, we will move to our deliberative agenda which includes:
• A public hearing on the Consolidated Plan and One Year Action Plan as required for the Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME). The public hearing will be followed by a resolution to submit the 2022 one-year action plan which is accompanied by the application for CDBG and HOME funding.
• A resolution to add the Racial Equity, Inclusion and Belonging (REIB) Committee to our list of standing committees in the Council Rules. The Committee was started in 2020, held meetings that year and last year. This is essentially a housekeeping resolution to codify the Committee in our Rules.
• A resolution regarding decarbonizing all buildings by 2030. Among its action items, the resolution requests that Burlington Electric Department, in collaboration with the Department of Permitting and Inspections, the Mayor's Administration, and City Councilors, develop a set of policy proposals for the City Council to consider which would accelerate the decarbonization of buildings in Burlington, with an initial focus on new construction, major renovations, large commercial buildings, and City buildings, and with the goal of decarbonizing all buildings by 2030.
• The last item on our agenda is a motion to approve an adjustment to the eligibility criteria of the current Property Tax Relief Lag Program. The program would be expanded to include an increase in assessed property value in FY22 from $500,000 to $550,000, to provide eligibility for properties who saw at least a 40% increase in assessment value, and to extend the Program's end date to June 30, 2022.
