On tap for this week's Development Review Board meeting:
1) A presentation & discussion re: DRB norms, standards & rules of procedure: in response to many questions that arose in connection with recent DRB meetings on the reconsideration of two permitted projects, the DRB is offering an 'under the hood' overview of its work & process. This seminar will present:
* DRB norms, standards & rules of procedure
* member ethics re: conflict of interest, communicating about projects outside of meetings
* different meeting types, with different rules on public participation
* quasi-judicial requirements in land use permitting decisions
Town Attorney David Rugh, of Stitzel, Page & Fletcher, will be on hand to provide insight and answer participant questions on how the DRB functions in light of state statute, and within the Charlotte Land Use regulations. The goal is to help community members better understand how the process works.
2) Patricia O'Donnell and Jim Donovan have decided to withdraw their request for reconsideration of the decision PC 21-241-SD on their proposed subdivision at 125 Lake Rd. The DRB will discuss this request, make a decision & discuss next steps for interested parties. This letter is posted under the meeting date on the town website 'Meeting Calendar and Agendas' page.
3) The DRB will consider draft written findings in response to nine letters of complaint the Board received in mid-February alleging various violations of the Open Meeting Law. All complaint letters and emails received have all been posted to a page linked under the meeting date on the town website 'Meeting Calendar and Agendas' page. These draft Findings (not yet approved by the Board, thus not final) are also available there.
