Dear Neighbors,

This Monday, the City Council will convene its first of two regular meetings for the month of September. As improvements are still being made to allow for hybrid meetings, this meeting will be in person only beginning at 7pm in Contois Auditorium in City Hall.

Public forum will take place from 7:30 to 9:30. You can sign up for public forum inside Contois.

Following any climate emergency reports, our Council meeting deliberative agenda includes the following:

• A presentation on continuing to reinvest in our infrastructure. Following this item is a presentation is on the 2020 initial census data summary.

• We have a resolution requesting that $1.795 million of our ARPA funds be directed to our ongoing health response, to address some of the negative impacts of the reappraisal by seeing up a fund to bridge the gap in state relief that property owners get which is based on their valuation as of April 1. Given the lag in our reappraisal, we want to ensure our most effected do not suffer adversely. In addition, some monies would go to fund a water main replacement.

• We will have a communication from DPW regarding a design amendment to the Champlain Parkway.

• We will then vote on a resolution regarding the issuance of revenue bonds for Burlington Electric Department that would be on the ballot for a special election this November. This revenue bond is to finance our Net Zero Energy goals, some of the most ambitious in the nation and would support needed infrastructure and ambitious incentives to encourage energy savings.

• We will then be voting on a resolution regarding endorsement of the Boycott, Divestment, Sanctions (BDS) movement. I will be voting in opposition to this resolution. I am opposed to the BDS movement which, at its foundation, promotes the destruction of Israel. The movement's leaders have made that position clear on many occasions. I am committed to a lasting peace in this region through mutual respect, understanding and coexistence, as I believe most of us are.

• We have one proposed ordinance change regarding minimum and maximum parking requirements. Our last agenda item is a resolution regarding legal resident local elections voting and a referral to the Charter Change Committee to place a question on the March 2022 ballot regarding this issue.
