WARNING ANNUAL MEETING OXBOW UNIFIED UNION SCHOOL DISTRICT
November 24, 2020

The legal voters of the Oxbow Unified Union School District (the "District"), comprising the legal voters, respectively, of the Towns of Bradford and Newbury, are hereby NOTIFIED AND WARNED to meet at their respective polling places, Bradford Academy Auditorium and Newbury Town Office, from 10:00 AM (when the polls will open) to 7:00 PM (when the polls will close) to vote by Australian ballot on the following Articles: ARTICLE 1: Shall the voters of the Oxbow Unified Union School District authorize the school board to expend sixteen million, seven hundred eighty thousand, one hundred eighty-three dollars ($16,780,183) which is the amount the school board has determined to be necessary for the ensuing fiscal year? It is estimated that this proposed budget, if approved, will result in education spending of $17,741 per equalized pupil. This projected spending per equalized pupil is 5.5% higher than spending for the current year.

ARTICLE 2: Shall Article 4 of the Articles of Agreement of the Oxbow Unified Union School District (OUUSD) be amended as follows (strikethrough text is deleted; underline text is added): Article 4 - Closure of School Buildings A. Academic Years 2019-2020 and 2020-2021 In academic years 2019-2020 and 2020-2021, the New Union District shall not close any school building conveyed to the New Union District by a Forming District or cease using the building to provide direct education in at least one grade, prekindergarten through grade 12, unless first approved by the voters residing in the town(s) in which the school is located.

Provided, however, that if the school building was conveyed by a Forming District that was already a union school district, then the New Union District shall not close the school building or cease using the building to provide direct education in at least one grade in academic years 2019-2020 and 2020-2021 unless first approved by the electorate of the New Union District.

No school building conveyed to the OUUSD shall be closed prior to academic year 2024-2025.

B. Subsequent Academic Years 2021-2022 and After In academic year 2021-2022 and after, the New Union District Board The OUUSD shall not close any school building or cease using the building to provide direct instruction in at least one grade, prekindergarten through grade 12, unless each of the following occurs: first approved by the electorate of the New Union District.

1. The OUUSD shall study the impact of school closure on the quality of student experiences, particularly regarding travel time and costs, student extracurricular activity participation, impacts on the most vulnerable students, impacts on food program participation, and broader community impacts. At least three public forums in each effected community shall be held to receive community input on the proposed closure. From the study, a report will be compiled with impact assessments, and may include proposals to mitigate any possible negative effects; 2. After consideration of the study described in subsection B1 above, closure of the school is approved by affirmative vote of two-thirds of the members of the OUUSD Board; 3. At a subsequent Annual or Special Meeting of the District, the qualified voters of the OUUSD voting at that meeting approve closure of the school by 60%. Following a positive vote of the district, a vote by Australian Ballot will be held in the town where the school closure is proposed; 60% of the participating voters need to approve the article to close the school.

A public informational hearing will be held on the above Australian ballot article on November 18, 2020 beginning at 7:00 PM via Zoom.

The legal voters of the Oxbow Unified Union School District are further notified that voter qualification and registration relative to said Annual Meeting shall be as provided in Section 706u of Title 16 and Chapters 43, 51 and 55 of Title 17, Vermont Statutes Annotated.
