WCUUSD Board Will Ask Voters to Amend Articles of Agreement
Board members are recommending three technical changes to allow for smoother operation of the newly created Unified Union School District.
Voters in the 5-town Washington Central Unified Union School District will be asked on Tuesday, November 5th, to approve three technical amendments to the Articles of Agreement that currently govern the newly created Unified Union School District imposed by the State under Act 46.
The amendments, all of which were approved by the Board at their September 18th meeting, reflect an effort to simplify and streamline school governance as both residents and board members from Berlin, Calais, East Montpelier, Middlesex, and Worcester begin the work of operating a single, unified school district.
The first agreement change will ask voters to amend the date of the 2020 Annual School District meeting – and each annual meeting thereafter – to the Monday prior to the first Tuesday in March – Town Meeting Day. The purpose of the Monday meeting will be to transact business that does not involve voting by Australian ballot. Once completed, the Monday meeting will be adjourned, then reconvened in each town's respective polling places on Town Meeting Day, where voting on school directors and other business will be done by Australian ballot.
The second agreement change will ask voters to approve electing the District's moderator, clerk and treasurer by Australian ballot.
The third agreement change will ask voters to approve an amendment requiring that ballots from the five towns be co-mingled for all school board elections and public questions pertaining to the operation of the school district that are conducted by Australian ballot. The purpose of this third amendment is to allow the district to function as the unified board it now is.
The polls will open beginning at 8:00 AM in Berlin; 7:00 AM in Calais; 7:00 AM in East Montpelier; 8:00 AM in Middlesex; and 10:00 AM in Worcester. The polls will close in all towns at 7:00 PM.
