Dear Neighbors,
This coming Monday, the City Council will convene its second of three meetings for the month of October.
We will begin our evening at 7pm in Contois Auditorium. Given our agenda and an anticipated public forum focused on our deliberative agenda, we are beginning our evening with committee reports, comments from Councilor on general City affairs and comments from the Mayor. Depending on time, we may recess the Council meeting to convene a Council meeting with the Mayor presiding in order to vote on several commission appointments.
At 7:30pm, we will begin our public forum. As with all Council meetings, please keep in mind that you are always welcome to come and speak to the Council on any subject you wish during our public forum.
Following the public forum, we will move to our deliberative agenda. Our first item is a public hearing on planBTV: Downtown Code which we expect will be postponed to our meeting on November 13. We have it posted on our agenda because it had been publicly warned but our agenda on Monday evening is such that it would be best to postpone this item to when we will vote on the Form Based Code.
After voting on an alternate to the Chittenden County Regional Planning Commission, we will be voting on the authorization to execute a development agreement for the Burlington Town Center redevelopment. The Council and Administration have been working on this agreement with Devonwood for months. We are ready to move forward with this agreement so development can commence.
We will then vote on a resolution regarding how we will vote to select the two finalists for the sale of Burlington Telecom. Essentially, each Councilor will have one vote. The top two vote getters will advance. In the event of a three way tie, we will continue to vote until one top vote getter is selected. If there is one top vote getter and a tie between the other two, we will take one additional vote. If there is no change, the top vote getter will move and a third vote will be taken in which each City Councilor will cast a vote from one of the remaining two bidders. Following this resolution, we will vote to narrow the field of bidders for the sale of Burlington Telecom from three to two.
On Monday, October 30, the Council will vote on the successful bidder for the sale of Burlington Telecom. There will be opportunities to meet with City Councilors to discuss the sale after the field is narrowed to two. I'll be in touch about that after Monday's vote.
