Dear Neighbors,

This Monday, the City Council will convene its first of two regular meetings for the month of December.

The Council will begin its evening at 7pm with a brief Local Control Commission meeting in Contois Auditorium in City Hall. City Councilors are also Commissioners of the Local Control Commission and we vote on licensing issues like first class liquor licenses and outside consumption and entertainment permits.

After the Local Control Commission ends at 7pm, we will convene our Council meeting.

First on our Council agenda, we have two indoor entertainment permits to approve. We will then hear a communication from CEDO regarding our need to amend our Section 108 loan with HUD on the Moran plant. The City received a Section 108 loan from HUD nearly five years ago and that loan is about to expire so we need to renew it so we can continue to use it.

We will then have a presentation from CCTA regarding the proposed Downtown Transit Center. I had the pleasure of being on the site selection committee for this project . This is a much needed project and I think the location in the Downtown is ideal. The project has been well designed and will be an asset to Burlington.

We will be voting on an ordinance to increase the fees on Code Enforcement inspections on rental properties from $75 to $100. This fee has not been increased in ten years.

We have four resolutions to vote on Monday evening. The first two are regarding wastewater refunding revenue bonds. The third is regarding redistricting. There are two communications on this resolution: one on the 8 wards, 4 districts, 12 councilors and the second on the "7-13" plan (7 wards, 13 councilors.) The fourth resolution is regarding a ballot item and proposed Charter change on Police confiscation of weapons during a domestic abuse incident.

We will then hear a communication from the CAO Bob Rustin regarding a Freedom of Information request from the Vermont Federation of Sportsman's Clubs, Inc.

We will then have council committee reports, comments from councilors and the Mayor. Please keep in mind that you are welcome to come to a council meeting and speak to the Council on any subject you wish during our Public Forum which begins at 7:30pm.

Our last agenda item will be an Executive Session on pending litigation regarding Burlington Telecom.
