Dear Neighbors,

This coming Monday, the City Council will convene its third of three meetings for the month of January.

We will begin our Council meeting at 6pm in Contois Auditorium with a worksession on the development agreement regarding the Burlington Town Center Mall redevelopment. This worksession is expected to include an Executive Session as it will involve negotiations and strategies on the agreement.

Following this worksession, we will be holding public hearings on the City Charter changes that are to appear on the March 7 Town Meeting Day ballot. These Charter changes include:

* Eliminating tax appeals to the Board of Civil Authority and requiring that there be three members of the Board of Tax Appeals on any panel convened to rule on tax appeals

* A change that would clarify that the Mayor would not vote on Mayoral appointments

* A change to the annual pay for City Councilors

* A change in membership to the Board for Registration of Voters

* Charter changes to City Council meeting procedures

We have three resolutions to vote on Monday evening. The first concerns the need to concise summary of Charter Change amendments on Ballots and in the warning when items are to be placed on ballots. The second is the authorization for General Obligation bonds for School Department Capital Improvements. The bonding would be a not to exceed amount of $19 million. Our last resolution of the evening is regarding an eviction crisis plan and protocol plan for public housing agencies. This resolution would create a subcommittee to explore thoughtful and effective ways to ensure that our City supports tenants and landlords during their tenancy up to and including lease termination and addressing existing and potential alternative and emergency housing options for those faced with eviction.

We will also be holding a public hearing on two ordinances; one regarding daycare and preschool and the other on a permit conversion of a former single-family use back to a single-family use.

As with all Council meetings, please keep in mind that you are always welcome to come and speak to the Council on any subject you wish during our Public Forum which begins at 7:30pm.
