Regardless of whether Burlington receives Syrian refugees, Amnesty International USA’s Vermont leadership has asked the Burlington City Council to consider a symbolic resolution welcoming them. In September, Councilors Selene Colburn and Joan Shannon will introduce this resolution. Why symbolic? What’s a refugee? Who would qualify?
