Vermont is educating nearly 18,000 fewer K-12 students this decade than it did in 2000. Legislators are concerned about rising taxes, of which education costs are a part.
Act 46 asserts that many school districts “are not well-suited to achieve economies of scale” and “lack the flexibility to manage, share, and transfer resources, including personnel with other school districts, and to provide students with a variety of high-quality educational opportunities.”
