The Town Plan and Why It is Important Oct. 15

The Monkton Planning Commission recently finished its work on the new Town Plan and has started the approval process. Copies of the proposed Town Plan are available at the Town Hall or online on the town website.

The Planning Commission is required by state law to hold at least one Public Hearing to take testimony from the town residents. This meeting is scheduled for Tuesday October 15th 8:00 PM at the Central School. Because the Public Hearing offers people an opportunity to make comments on the plan but does not allow for interaction between the Planning Commission and the audience, we are also holding an informal question and answer session from 6:30 to 7:30 at the school.

At the conclusion of the Public Hearing on the 15th the Planning Commission will hold its regular meeting to discuss the testimony provided. Depending on the information we receive, the plan could be held by the Planning Commission for revision or a vote could be taken to approve the draft and hand it on to the Select Board.

When the Select Board receives the draft from the Planning Commission they will review the document and then schedule at least one public hearing. Several years ago there was a vote at Town Meeting to let the voters make the final decision of the approval of plan. Therefore, at the conclusion of the Select Board's process the town plan will be set for public vote.

Town Plans are on a five year cycle and expire five years from their date of approval. In Monkton's case this means that our last town plan expired in September of 2012. Without an approved Town Plan, the town cannot amend its zoning or subdivision regulations. It also means that as a town we have less standing in an Act 250 or Act 248 hearing and we are is not eligible to apply for any grant that requires an approved Town Plan as part of its application criteria.

It’s time now for the Citizens of the town of Monkton to assume their place as the 8th member of the Planning Commission. Please take the time to read the plan and participate in the hearing process so you can make an informed decision when the plan comes up for vote.
