The Special Town and School District Meeting was called primarily because of the transition from a town school district to a unified union school district.

First, the arrangement between the town, which owns the Community Center (and now, the school), and the school district needs to be terminated. The agreement requires a vote of the town and school meetings for amendments, including termination. Without change, this agreement would transfer to the Mill River Unified Union School District, meaning that the Mill River School District Meeting would have to vote on any future changes. To avoid that, once this agreement is terminated the Select Board and School Board will enter into a new agreement. In addition, the current agreement is unclear about the responsibility for maintenance of the Community Center, and doesn't address maintenance of the school building. The new one will provide that the school district will provide repair, maintenance and upkeep for both buildings so long as they are used for educational purposes. The school district's obligations will transfer to the Mill River District on July1 along with the other assests and obligations of the Tinmouth Town School District.

The Special Town Meeting on December 3 voted to transfer the school district's Tax Stabilization Fund to the town, 75% to be deposited in an endowed fund for maintenance of the Community Center and 25% to go to the Tinmouth Community Scholarship Fund. The meeting on Monday will be asked to change the allocation to 75% for the town Capital Building and Repair Fund, for work on any town building, and the same 25% to the Tinmouth Community Scholarship Fund. The town will have to spend money on the town garage/transfer station area in the near future, while the Mill River school district will maintain the Community Center for the foreseeable future.

The Select Board chose to include a question about payment for the new front porch on the Old Creamery. The Board advanced the portion of the cost not covered by grants and fundraising received so far, so that the work could be done this spring. The Old Creamery committee agreed to repay it by fundraising. However, at the December 3 town meeting a non-binding motion for the town to pay the balance (about $4000) without seeking repayment was passed by an apparently unanimous voice vote. The Committee went to the Select Board to ask that it carry out the will of the meeting (which the Board did not have to do). The Select Board chose to put the question on the warning for the Special Meeting instead.
