Washington Central Supervisory Union Act 46
Study Committee Update
Recap: Under Act 46, approved by the legislature in 2015, a Washington Central Supervisory Union study committee (composed of representatives from the five towns) is studying whether there is a form of school governance—school management—other than our current system of six separate school boards that would aid us in providing a better education for all our PreK-12 students at a sustainable cost. The study committee will produce either a specific recommendation or an update on its progress by June 30, 2016. Any recommendation will be voted on by the citizens of each of our five towns of Berlin, Calais, East Montpelier, Middlesex, and Worcester.
We invite you to attend the April 13th Act 46 Committee meeting at U-32 in Room 128/131 at 6 p.m. The agenda is as follows:
• Presentation and analysis by students from the U-32 AP Statistics class of the data from a recent community survey;
• Short presentation and discussion on issues of democracy and civic engagement;
• Training for the committee on a consensus-building process;
• Reflections on the presentations
Highlights from our March 23rd Forum at U32:
• We updated the Community on the different presentations the committee has heard in the last months: Special Services; Curriculum, Assessment and Instruction; Leadership Team; Finance; and Other Districts.
• Diane Kirson-Glitman, our committee consultant, presented graphics that showed different models for governance for our SU. A lot of discussion followed from the public at this point and the committee will continue to explore the options and address the questions.
• Some of the questions included:
o How creative can we be with Articles of Agreement?
o How will we sell it to the 5 towns?
o What are the financial savings ?
o What are the increased benefits for students?
• The Committee has not reached consensus yet.
The purpose of the meeting was to gather input from community to inform the decision-making process. We recognize that each school is different and each community is different, and we will equally value these differences through this process.
