WHAT IS ACT 46?
Passed by the VT Legislature in 2015, this education law creates strong incentives for school districts to merge.
Especially for a small district like Worcester, the legislation also creates substantial financial penalties for failing to merge.
Act 46 also contains spending caps, designed to limit increases in school spending by creating penalties for districts increasing spending beyond a specific threshold.
WHAT DOES IT MEAN TO MERGE SCHOOL DISTRICTS?
Merging districts means having one school board and one budget for multiple towns and multiple schools.
WHAT IS HAPPENING HERE?
The Board of the Doty School District has been working with the Washington Central Supervisory Union (WCSU) to explore the pros and cons of various merger scenarios. A “Merger Study Committee” formed last fall, with representation from all five towns in the WCSU: Calais, East Montpelier, Berlin, Middlesex and Worcester.
