To North Hero residents, if you are concerned about the educational and tax problems facing our school, please attend the Public Forum on “Act 46” at the Grand Isle School this Saturday the 14th at 10:00 AM
As your elected auditor I have focused on the financial carrots and sticks of Act 46. While many details are still surfacing, the carrots and sticks present meaningful incentives for merger.
I think that Act 46 could be good for students and taxpayers alike. The towns that benefit most from the merger of the boards are those with the highest small school grants and the fewest students per grade.
I arrived at this conclusion by preparing projections of the tax rates that would arise
A) if the five towns ignore Act 46 or
B) if the towns accept the financial and educational benefits of merging their five school boards.
Looking at these projections, I noted that merging the boards (not the schools) could reduce North Hero’s tax rate by 13%. This compares to a reduction for Isle la Motte of 24% and a county wide average reduction of 8%.
These numbers must be considered tentative and preliminary but they show that there is meat on the table! So, please encourage the five school boards to do their homework on Act 46.
