Dear Neighbors,

On Monday, the City Council will a special meeting in place of its second of two meetings for the month of May. Our meeting will begin just after 7pm following a brief Local Control Commission meeting.

Our first item is a communication from the Mayor on Uber’s operations in Burlington. Uber has been operating in Burlington since last year and there have been concerns from taxicab operators and owners about regulations and oversight of Uber. The Mayor will be updating the Council and the community on where we stand in the City’s discussions with Uber.

There are five items on our deliberative agenda. The first is a communication from the Mayor on the appointment of Beth Anderson to be the City’s first Chief Innovation Officer. I have had the pleasure of meeting Beth (as have all Councilors) and found her to be knowledgeable and eager to address our information technology challenges, modernizing the way we do business and problem solve in a collaborative and inclusive way.

Following this appointment, we will receive a communication on the Chittenden Solid Waste District FY16 budget. Our next item will be a resolution appointing City Councilor Tom Ayres to be on the Burlington College Community Housing Site Design Workshop. In February, the Mayor announced that a Memorandum of Understanding (MOU) had been reached among four entities, the City of Burlington, Champlain Housing Trust, Vermont Land Trust, and BC Community Housing LLC, to facilitate a broad public discussion about the future of the former-Burlington College property purchased by BC Community Housing, LLC. The MOU provides that a consultant will be selected to facilitate that public process, and specifically to conduct an intensive workshop to help envision alternative site plans for the property. The MOU that the workshop will include a Councilor selected by the Council to represent the City of Burlington. Tom is a Councilor representing the New North End and has been active in this issue that is a concern to many in the City.

The next agenda item is an advisory resolution on livable wages for Howard Center workers. We will complete our deliberative agenda with a resolution to execute an MOU between the City of Burlington and the Burlington Harbor Marina. This is one of the projects we voted on in March regarding waterfront Tax Increment Financing funds.

We will wrap up our meeting with committee reports, comments from Councilors and the Mayor.

This coming Tuesday and Thursday, the Council will have two work sessions on the City’s FY16 budget. The community is welcome to attend these sessions where we will have presentations from City departments on their budget for the upcoming year.
