Dear Neighbors,
On Monday, the City Council will convene its third of three meetings for the month of April.
Our Council evening will begin with a brief Local Control Commission meeting in Contois Auditorium beginning at 7pm. The Council meeting will begin immediately following this meeting.
Our first item on our agenda is a presentation on creating an effective partnership to address quality of life issues in Burlington. The presenters will be Bill Ward, Director of Code Enforcement, Jay Lawson of the Burlington Police Department and Joe Speidel representing the University of Vermont. This is an important presentation particularly for Wards 6, 1, 2 and 8 as most of the college students who reside off-campus live in these wards. I would encourage you to read the brief report from UVM and the City that is online and please reach out to me with any comments or concerns.
Following this presentation, we will hold a hearing on the 2015 Community Development Block Grant proposed allocations and proposed action plan for Housing and Community Development. The Council will not be voting on this allocation until our May 18 meeting.
We have one outdoor entertainment permit to vote on for Skinny Pancake. We have three resolutions to vote on Monday evening. The first is a resolution referring the 10 Year Capital Plan to the Board of Finance and Commissions to address the FY2016 implementation and public outreach for this long-term plan. We will also be voting to authorize a contract for the Burlington Electric Department with a consultant Floyd and Associates who will be assisting BED with modernizing its operations and achieving internal efficiencies and savings that will help our publicly owned utility for years to come. Our last resolution concerns a voluntary buyout plan for employees of BED. The Council was briefed on this plan and we will be voting to authorize it moving forward. There is an excellent overview of the plan on the City website if you would like to take a look.
We will then have Council committee reports, comments from Councilors and the Mayor.
Please keep in mind that you are always welcome to come to a council meeting and speak to the Council on any subject you wish during our Public Forum which begins at 7:30pm.

All Council meetings are televised live on Channel 317 on Burlington Telecom and streamed live to your computer or phone.
As always, I welcome your questions and concerns. Please email or give me a call over the weekend or on Monday.
I hope you have a good weekend.
My best,
Karen
