The Richmond Board of Water Commissioners will hold a special meeting to discuss freezing water lines and a possible credit to water customers for trickling water to avoid frozen lines, at 5:30 pm on Wednesday, February 25, 2015 in the Meeting Room of Town Center, 203 Bridge Street in Richmond.
