Here are some key items on our agenda:

• Work Session Regarding – Burlington/ Winooski Bridge Project and Colchester/Barrett/Riverside Base Technical Concepts

• Work Session Regarding: Great Streets Main Street: Project Updates and Mitigation

• BTV Presentation on Noise Compatibility Program Updates at the Airport and Updates on Resolution concerning the F35 and the Congressional Delegation

• A discussion on the City's Top 5 State Legislative Priorities. These include:
1. ADDRESSING VERMONT'S HOUSING EMERGENCY.
2. PROVIDING MORE RESOURCES FOR ACUTE MENTAL HEALTH AND SUBSTANCE USE NEEDS
3. PROPERLY FUNDING THE JUDIDICAL AND PRE-TRIAL MONITORING SYSTEMS
4. APPROPRIATE STATE FUNDING FOR CRITICAL WATER INFRASTRUCTURE
5. GUN REFORM.

• Resolution: March 4, 2025, Annual City Meeting -- Proposed Charter Change -Regarding Redistricting to be done by the City (rather than the legislature) after voter approval.

• Ordinance Change: Chapter 18 Housing Article V. Regulation of Conversion of Rental Housing to Condominiums or Cooperatives – The intent of this is to remove some of the impediments to creating condominiums and create more homeownership opportunities in Burlington.

• Ordinance Change: ZA-24-03 Emergency Shelters – The intent of this is to reflect changes in state law about where emergency shelters for the homeless can be located in Burlington and clarify some definitions.

• Ordinance Change: Provisions Article I, General, Sec.21-45 - 21-49 Trespass – This is related to provisions to expand who can enforce various trespass orders in Burlington and to add some offences like graffiti and public defacement of property.

• Authorize Expanded Downtown Security Services – This will be during the holiday season and will be supplemented by some private fundraising.

• Charter Change Regarding: Ban On Firearms in Any Establishment with A Liquor License March 4, 2025, Annual City Meeting – As many of you know we voted on this in 2014, but the legislature never acted on it. We are asking them again to support this request.
