Dear Neighbors,
This coming Monday, the City Council will convene its second of two meetings for the month of October. My apologies fro the long posting below. We have a packed agenda on Monday.
We will begin our evening at 6pm with a work session in Room 12 downstairs in City Hall. The subject of the work session will be a presentation of the CCTA new transit center with additional berths and passenger shelters on Pearl and Cherry Streets.
Following this work session, we will begin our Council meeting at 7pm in Contois Auditorium. We will begin our Council meeting with a resolution on the granting of an easement for CCTA for the development of the new transit center.
We will then hear annual reports from the Electric Commission and the Planning Commission. (Years ago before I was on the Council, there was one meeting devoted to hearing every Commission or Boards' annual report; now we spread them over several meetings.)
As I mentioned earlier, we have a packed agenda of deliberative business at this meeting. Nine resolutions, several communications and two amendments to our ordinance.
Our first resolution is an authorization to enter into an agreement with Group Insurance Service Center to administer the City's health insurance plan.
Our second resolution is an approval of the Purpose and Intent Statement of Burlington's
Form-based Code as a portion of our Comprehensive Development Ordinance. This resolution will further the community's collective vision laid out in planBTV: Downtown and Waterfront. This resolution has 10 co-sponsors and is an important step forward in realizing the themes and goals of planBTV.
We will then hear a communication from the City Attorney regarding non-citizen voting followed by a resolution on non-citizen voting. The resolution calls for an advisory question on the November 4 ballot that asks “Shall the Vermont constitution be amended to give non-U.S. citizens the right to vote in Vermont 71 municipal and school elections?” We will also be voting on a resolution that asks the Charter Change Committee to work on language to allow non-citizens to serve on City boards and commissions and as a department head in City government.
We have a resolution from the Charter Change Committee regarding a continuation of the Board/Commission appointment process we began two years ago.
We will then be voting on a resolution regarding resolution of the billing errors by BED with the City. Our next item will be the second reading and approval of the Reproductive Health Center Access ordinance amendments.
We will be getting updates from the City Attorney on the Champlain Parkway, Burlington Telecom and collective bargaining with the latter in Executive Session and the BT update possibly in Executive Session. We will also be getting a fiscal update and report on the Fiscal Stability Bond Monday evening.
We have two resolutions on our agenda regarding Burlington's Diversity and Equity Strategic Plan. We will then be voting to refer to the Ordinance Committee an amendment to our Housing Code regarding our Certificate of Compliance.
Our last deliberative item of the evening is a resolution regarding an exploration of feasibility of offering municipal sale of gasoline to consumers.
We will then have council committee reports, comments from councilors and the Mayor.
Please keep in mind that you are welcome to come to a council meeting and speak to the Council on any subject you wish during our Public Forum which begins at 7:30pm.
