The Rutland Ishidoriya Student Exchange (RISE) program has been a gem for Rutland City since its creation. RISE followed the adoption of a sister city agreement between the cities of Rutland and Ishidoriya, Japan in October, 1986. The student exchange program started in 1988, and Rutland and Ishidoriya (now Hanamaki) have sent student delegations back and forth on an annual basis.
