Mr. Hoskin, a historian by education, weaves a story about 18th century Cornwall and the relationships between the struggling tin and copper miners of the region and the landed gentry and the titled aristocracy. The book deals with the conflict over a toll road between an important landowner and politician and a major mine owner. The miner, who directs the mine, recognizes that the greed of the owner has compromised the conditions and safety of the miners. He is torn between his obligation to the owner and his loyalty to the miners.
