GICWD Announces a More Equitable Rate System for It’s Users
As the Grand Isle Consolidated Water System nears its permitted capacity and maintenance and operating costs continue to rise, the Board has been examining how rates charged to users have been applied. The Board wants to insure that the rates are applied fairly to all users, therefore we have been looking at the debt service and base rate portions of the bills and have been working with a State consultant to help eliminate discrepancies and make the system more equitable.
The Board feels that each residential unit (user) must be assessed equally for paying down the debt and for the fixed costs share of the operating expenses. Each residential unit is assessed one debt service charge and one base rate charge, plus a usage fee for the amount of water used. Apartments, condos, mobile homes, cottages, buildings with multiple units, single commercial businesses etc. all are considered residential units. Therefore, a home with an apartment will be assessed two debt services and two base rates. A building with two apartments and a commercial space will be charged three debt services and three base rates. These rates are applied equally per unit and do not depend on the amount of water used because our water system must be able to provide 210 gallons per day per unit whether or not the water is used. The number of debts and the number of base rates charged is based on this requirement.
In the water district there are a few special case users that consume large amounts of water. For these users a different format is employed. The water system must be able to provide water during peak usage times and the third quarter is the district’s peak demand time. Therefore the third quarter usage of large special users is used to determine the number of debt and base rates they will be charged.
Users who will be impacted by this rate realignment will get a letter in the mail stating the details of their rate adjustment. It is the intention of the Board to begin implementing these changes beginning with the first quarter 2015 and to minimize the impact on high volume users, their rate increases will be phased in over four years.
