According to the VT Secretary of State's office - "Before and during Covid, our advice has been that votes of the voters can not be held by remote means. So while a town may offer a video or Zoom of a floor meeting, voters cannot vote by remote means. Voters have to be physically present in order to vote for a meeting from the floor."
