Planning Commission public hearing on July 23 (7:30pm at the Town Office) to get feedback on proposed changes to better deal with stormwater from new development via our zoning and subdivision regulations. The proposal along with background material is available on the Town website at http://www.hinesburg.org.
Some highlights:
1) Town-wide stream buffer requirement
2) Erosion control requirements for all construction projects - tied to State guidelines
3) Stormwater control requirements:
- Tied to State guidelines but with a smaller trigger
- State guidelines kick in for 1 acre (43,560 square feet) or more of new impervious surface
- Proposal is to have these guidelines kick in at 10,000 sq ft or more of new impervious surface
- Some special provisions beyond the State guidelines to protect downstream properties
- Incremental improvements required for small projects (below 10,000 sq ft new impervious) and site redevelopment
- Low Impact Design (LID) consideration required with flexible, site-specific approach - i.e., no prescribed practices
This is part of the Planning Commission’s recommended three-part approach to stormwater control. In addition to better land use regulations, the Commission is also recommending that the Town of Hinesburg take a much more proactive role in public outreach and education, as well as planning, implementation, and management of municipal stormwater infrastructure.
