Please note: this agenda includes an opportunity to hear about the proposed Champlain Valley School District budget for FY24, and Lynne Jaunich and Meghan Metzler, the Town's representatives on the CVSD Board, will be present to answer questions.

Also, there will be an additional opportunity to discuss and ask questions about the proposed Town budget, though no changes can be made at this point.

One of the items that has been noted is the increases for personnel and for benefits. Pay increases in the "Selectboard's budget" (i.e. for the Town Hall and Senior Center) accounts for $93,918 of the $314,841 increase in that budget, and benefits/payroll taxes account for an additional $80,409. Together, these account for 55% of the $314,841 increase.

The increase in pay was due to a combination of:
• "market adjustments" based on recommendations from Gallagher, Flynn & Co.;
• a 7.5% COLA adjustment based on the average change of the CPI from 2022 to 2023 (as spelled out in the Salary Administration Policy); and
• 2%-3% annual increases (also spelled out in the Salary Administration Policy).

Among the remainder of the $314,841 increase in the Selectboard's budget (i.e. $140,514), $60,000 is due to debt service for the new Town Garage, $35,000 for traffic enforcement & calming, $15,000 for recreation facilities, and a new $7,000 "usage fee" for using CCS facilities.

There are undoubtedly other expenses that warrant explanation—which we can spend time with on Monday evening. The agenda includes the following:
