III. Public comment for non-agenda items (7:05-7:15)

A. Administration: (Sheri) Approval of Minutes from previous meeting: 1.3.2023
B. Volunteers Green and Brown's Court: (Cara Bryce, ARPA Committee and Grace Colbeth, UVM student) Volunteer to create a park redesign for both Volunteers Green and Brown's Court. Grace is working on drafting the layout for the existing parks.
C. Report on ARPA Committee Meeting (Kate and Sheri):
i. Response and suggestions to the Rec Committee's proposed recommendations for improvements to Volunteers Green.
ii. Playground inspection to assess playground replacement and interim repairs while waiting for replacement.
iii. Review the 2021 Rec Committee survey any other public comments on recreation requests. Page 7 has Richmond residents' priorities.
iv. Next Steps
D. Discuss Budget Options:
i. Town Budget line items: $3,000 maintenance and $3,000 equipment. Rec Committee requests. Last year $3000 equipment was not used. If Committee finds items to repair or add (like wood chips), let Josh/Duncan know.
ii. ARPA: Recommendation is for $249,000 for new playground equipment and matt installation, benches, tables, band shell repairs and landscaping, trash/recycling, Gaga Pit, and signage.
iii. Capital Plan Budget Request: What about small add on structures to the playground? $10,000 per year? Could also cover other improvements. Resource link to last year's Town Report. The Recreation section is on page 70 of the .pdf. The link to the Town Plan. Starting on page 41, it lists some of the Action Items associated with different Committees.
iv. Conservation Fund: Review the criteria for funding.

i. Website (Kirsten)
ii. Community engagement for Volunteers Green cleanup day. NOTE: January discussion led to waiting for Public Meeting to discuss playground ideas because we don't know the funding yet.
