The Vermont Department of Environmental Conservation, Water Investment Division, has issued a "Notice of Intent to Issue a Finding of No Significant Impact" concerning the Wastewater Plant plans on Brookside Road. This requires a 30 day public comment period before it becomes effective. A representative will be at tonight's meeting for public comment!

I urge everyone to read it very carefully!
I have several concerns, one of which is the consistent use of the future tense for a project which as yet has no final draft design, no financial estimates, and has not been voted in by Westford residents.
Another is the vague and subjective use of descriptive actions:
They will attempt to avoid, if possible, and if unavoidable will attempt to minimize impact and disruption of:
Disturbance of agricultural soils
Lawn areas
Brownfield and hazardous sites that have been discovered in that area
Identified wetlands within the area of work
Migratory birds, their nests, and eggs
Historical and archaeological issues
Who gets to decide what is avoidable and what isn't, and who gets to decide what "minimal" impact actually is, and exactly what "mitigation" is acceptable or if it is unacceptable?
