Public Hearing on Proposed LURs Amendments

The July 28 issue of the Charlotte News described the Planning Commission's Public Hearing set for next Tuesday, Aug. 9 at 7:00 at the Town Library. The following provides additional detail about what's up for discussion at that hearing:

Diverse policy goals, objectives and legal imperatives led the Planning Commission to prepare this round of proposed updates to the Charlotte Land Use Regulations (LURs). These 27 proposed amendments, and 10 new or revised definitions, are organized into five broad categories, to support this upcoming review process, their consideration by the Selectboard, and then by Charlotte voters on the November 2022 general election ballot. The draft changes address:

(A) Legislatively mandated changes
(B) Clarify existing standards
(C) Two sections of proposed new (or revised) policy & standards
(D) Minor technical updates and revised definitions
(E) Updates to reflect Charlotte's change to Development Review Board model

To prepare for thoughtful participation at the Aug. 9 hearing, the Commission encourages residents to review the documents posted to the following page on the town website about the draft LURs:

* The 'Draft Charlotte LURs and Plan Amendments' presents the full language of all amendments, as proposed, with new & revised sections and deleted language highlighted in color.

* A 'User's Guide to Proposed Charlotte LURs and Plan Amendments' offers a non-technical summary of the purpose, rationale and effect of each proposed amendment. It's meant to read side-by-side with the draft LURs, to provide necessary context & explanation of each proposed change.

* A 'Report on the Draft LURs' describes how the proposal "conforms with or furthers the goals and policies contained in the municipal plan…" and "Is compatible with the proposed future land uses and densities of the municipal plan." This report, required by statute, is to help others (including the Selectboard, planners in nearby towns, regional planning & the state of VT) understand why we are making these changes, and how they tie back to the Town Plan.

Hard copies of all documents will be available at the hearing, and in advance, upon request. If you are unable to participate 'live' at this hearing, the Commission welcomes residents' comments in writing.
