This coming Monday, the City Council will convene its one scheduled meeting for the month of July.

We will begin our meeting at 6pm with three executive sessions, one regarding collective bargaining with the police union, a second session regarding the lease between the city and BETA Technologies, and our last regarding the state audit of our Tax Increment Financing (TIF) districts. Together, these executive sessions will take approximately 90 minutes.

Once out of executive session, we will have our public forum. Following any climate emergency reports, we have several items on our deliberative agenda, as follows:

• We will be voting on the lease agreement with Beta Technologies that we discussed in the earlier executive session.

• We have a resolution regarding the overdose crisis and advocating for harm reduction and establishing an Overdose Prevention Site in Burlington.

• As the initial phase construction for the Champlain Parkway, which passed the Council in April by unanimous vote, we need to vote on an amendment to our contract for management services.

• We will be voting to ratify and authorize the mayor to execute a Collective Bargaining Agreement between the City and the AFSCME for a four year period from July 1, 2022 to June 30, 2026. AFSCME stands for Association of Federal, State, County and Municipal Employees and represents the City's unionized workers citywide that are generally not part of the electric, police or fire departments.

• We have two ordinances to vote on Monday evening. The first is regarding the broad elimination of parking minimums and refinement of parking maximums as well as requirements regarding establishment of transportation demand management systems.

• The second ordinance is regarding the permitting, fees and reporting structure of electrical inspections. The changes to this ordinance are mostly housekeeping and technical changes with some increases to inspection fees.

• The next item on our agenda is an initial progress report on Thermal Charter Change Work/City Council Resolution relating to decarbonizing all buildings in Burlington by 2030. This report is preliminary and lays out a timeline for further refinement of this initiative that regarding decarbonization in new construction, major renovations, city buildings and existing large buildings. A final report is due to the Council by the end of October.

• Our last deliberative item is a presentation from the School leadership regarding the BHS-BTC 2025 Project. The School administration and board are expected to come to the Council for approval to place a bond on the November ballot for voter consideration.
