Statement of Purpose
Congress passed the American Rescue Plan Act (ARPA) in 2021 to address the public health and economic crises caused by the COVID-19 pandemic. ARPA includes money to invest in broadband, water and sewer infrastructure, and assistance for economically disadvantaged communities to help protect them from future crises to remediate impacts caused by the pandemic. Vermont's Legislature and Governor Phil Scott have agreed to invest the ARPA monies in broadband infrastructure, clean water, climate action, housing, and economic development related to pandemic impacts.
The Milton Selectboard is committed to investing one-time ARPA funds to get the greatest long-term benefit for the community. To date the Selectboard has committed funds to the new public works facility, rescue chief position, Milton on the Move part-time position and funding a number of capital purchases. At this public hearing, the Town will: 1) Outline the total amount of ARPA funds received, anticipated future ARPA funds and a list of funds previously encumbered by the Selectboard; 2) Direct funds for use on infrastructure projects that have the greatest potential long-term benefit to the town and its residents; 3) Target an amount of funds to be directed to Milton residents, businesses and other entities; 4) Seek input from residents, businesses and other entities on an application process and what they believe will provide the greatest benefit to our community; and 5) adopt an application process.
Interested members of the public are encouraged to attend the hearing. Relevant documents and materials will be posted online at least two days prior to the hearing at: https://miltonvt.box.com/s/emfi6qwv9vheoqzsmw9ntn6r6nz6jqb1
