This coming Tuesday (note change of day due to the President's Day holiday), the City Council will convene its second of two regular meetings for the month of February.

Our meeting will begin at 7pm. Following any climate emergency reports, our deliberative agenda Monday evening includes:

• A communication from the Conservation Board regarding an addendum to the Burlington Open Space Protection Plan.

• The approval of a supplementary agreement with the Vermont Department of Transportation on the Shelburne Street roundabout. The agreement would authorize an additional $170,500 in reimbursable funds for a consultant agreement and support from DPW's Water Resources Division to complete the project. It is not unusual to have these supplementary agreements for long-term projects. All funds expended are 100% federally reimbursable.

• A communication on the municipal mask mandate ordinance. As per the terms of our ordinance approved in late 2021, we are required to extend or rescind the ordinance at the end of every thirty days. Given that case levels have decreased 84% since the Omicron peak on January 10, and wastewater monitoring shows an 88% decrease since that same date, coupled with hospitalizations down 57% from mid-January with Vermont showing the lowest hospitalizations of any state, and various other factors, the City's COVID response team is recommending allowing the ordinance to expire on March 3, 2022.

• We will have a public hearing on three proposed ordinance changes regarding changes to the adaptive reuse definition, the historic rehabilitation bonus, and permitting adjustments. Following the public hearing, we will vote on each of these proposed changes.

• Our last item is a proposed ordinance on Short-term Rentals (AirbNb, Vrbo, and the like). Since the first reading of this ordinance there have been some proposed amendments. The amendments are listed on board docs and I would encourage you to read them over if you have a keen interest in this ordinance.

During our Board of Civil Authority meeting (which is comprised of the mayor and council), we will be discussing House of Representatives reapportionment. Burlington will have eleven state reps as opposed to our current ten reps due to shifts in population.
