The meeting will begin with a report from the Ad Hoc Committee on Redistricting. This committee was created by a City Council resolution late in 2021 and was charged with facilitating and gathering community input on the existing redistricting plan, reviewing the past plan (pre-2014), soliciting opinions about the number of councilors per ward/district and considering the current ward/district map. The Committee will present its findings on Monday evening which the Council will use in establishing priorities for the new map.

Our deliberative agenda includes: (a) a communication from the mayor on the appointment of the Chief Innovation Officer; (b) a second public hearing on the proposed charter change regarding sex workers; (c) a resolution regarding the general aviation community at the Airport which would be referred to the Council's Transportation, Utilities and Energy Committee.

We will then take up three additional resolutions for ballot items to be placed on the Town Meeting Day ballot. The first is a resolution to pledge the credit of the City for public improvements within the Downtown Tax Increment Financing or TIF District. The second is a resolution that will propose a increase of 4 cents to the General Fund tax rate. The third is an authorization to issue General Obligation Bonds for Capital Projects. This is a scaled back bond request after the December ballot item was not successful. The request is $23.8 million, pared back from the $40 million request last month. The last item on our agenda is a resolution regarding extending the public face covering mandate in Burlington for 30 days beginning February 1, 2022.

Additional information on these agenda items and supporting documents can be found at http://www.boarddocs.com/vt/burlingtonvt/Board.nsf/Public.
