I trust you had a wonderful New Years' Eve and weekend. May the year to come be one of good health and happiness for you and your family, your loved ones, and for our community in these uncertain times.

This coming Monday, the City Council will convene its first of two regular meetings for the month of January.

Our meeting will begin at 7pm with a presentation from Richard Cate, Vice President for Finance and Administration at UVM. Mr. Cate will be discussing UVM's plans for housing for its students.

Following public forum and any climate emergency reports, we will move to our deliberative agenda which includes:

• A presentation from the School Administration and Board leadership on their budget for the upcoming FY23 year. According to materials the Council received (and are posted online), there is a healthy audited fund balance from FY21 anticipated due to expenditure activities limited due to COVID and the state support for the downtown BHS fit-up. As well the reappraisal has changed the Common Level of Appraisal (CLA) significantly as budget modeling now assumes full appraisal values or a CLA of 100%, although that figure is pending. All told, monies from the FY21 fund balance will mean $1.5 million can go toward the FY23 budget and other needs which should lessen the need for a greater budget increase borne by the taxpayers.

• We will hold a public hearing on the ballot question that will appears on the Town Meeting Day ballot regarding the Downtown Tax Increment Financing District. I'll have more information on that in my next blue newsletter in another few weeks prior to voters receiving their ballots by mail in early February.

• We have one resolution on our agenda regarding the general aviation community at the Airport.

• We will then move on to two proposed ordinance changes. The first is regarding minimum energy efficiency standards and the second concerns pre-qualification of construction contractors.
