Dear Neighbors,

Tomorrow, the City Council will convene a special meeting for the purposes of one agenda item.

Immediately following the required Public Information Hearing, beginning at 5pm, on the two ballot items on the Special December 7, 2021, City Election, we will convene this special meeting of the Council.

Members of the public wishing to speak may sign up at https://www.burlingtonvt.gov/citycouncil/publicforum. If you attend in person, there will be paper forms to complete inside Contois.

The sole deliberative item on the agenda is a masking ordinance. Following the passage of a bill by the Vermont Legislature and signed by the Governor to allow municipalities to adopt temporary indoor mask mandates, the City Council will meet to debate and vote on a mask mandate in Burlington.

As of this hour, 3pm on Tuesday, the draft of the ordinance is not yet posted on board docs. As of a few days ago, the then-current draft of the proposed ordinance will:

- Exempt all businesses and public institutions that affirmatively verify the vaccination of all patrons and employees (or requires regular Covid-19 tests for all employees).
- Exempt vaccinated workers who do not interact with members of the public.
- Exempt schools and places of worship.
- Include all public transportation; buses, trains, taxis, and ride shares.
- Be reconsidered every 30 days for the following 30-day period.
- Be suspended if the City's Covid Response Leader determines the risk of Covid-19 transmission in Chittenden County has dropped to a "moderate" level as defined by the Center for Disease Control (CDC) for five consecutive days.
- Be reinstated if the City's Covid Response Leader determines the risk of Covid-19 transmission in Chittenden County has raised to a "substantial" or "high level" as defined by the CDC for five consecutive days.
- Will sunset effective at 11:59 pm on Saturday April 30, 2022, consistent with State Act. 1.
