Following a work session on short-term rentals from 6 to 7pm, the Council meeting will begin at 7pm.

Our meeting will begin with any climate emergency reports and then move to our deliberative agenda which includes:

• The appointment of Meagan Tuttle as the City's Planning Director. Following the retirement of David White, Meagan is ideally suited and qualified to be our City's next director having served the city for 6 years as our Principal Planner and over a decade of planning experience. Her list of accomplishments for the city is a long one as well as in her profession. She will be the first women to serve in this role.

• The approval of a special outdoor entertainment permit for the second annual Winter Market in City Hall Park during late November and into December.

• A communication from the Airport regarding a request to execute a contract to develop a long-term sustainability implementation plan. The Airport's goal with this contract is to make the Airport among the most sustainable in the nation. The Airport wishes to understand its existing performance, continue to document and report on sustainability practices currently being undertaken – building off its Sustainability Report, completed as part of the most recent update to the Master Plan; and develop ambitious Goals and Performance Targets toward improving the Airport's sustainability.

• A communication from CEDO regarding an ARPA Homeless Outreach Plan.

• Our last item is a resolution regarding the fairness of the reappraisal process and the property tax system. The resolution calls for the creation of an AdHoc committee to gather public testimony about the current reappraisal process and based on this feedback, to develop a list of recommended changes to the process and property tax system along with a report as to what actions are consistent with Council and mayoral authority and which would require a Charter change.

in addition to our deliberative agenda, we will also be having a discussion as a Board of Civil Authority regarding the statewide reapportionment following the 2020 census. As you may have heard, there is a proposal statewide to establish one representative districts for the Vermont House. Just like the City's redistricting process (which i will post about this week), the reapportionment has long-lasting impacts on our governance system. I encourage you to reach out to your legislators for in depth information and to state your preferences on this important issue.
