Following an expected executive session on a water billing issue, which will begin at 6:30pm downstairs in City Hall in the Bushor Conference Room, the Council meeting will begin at 7pm in Contois Auditorium.
Following any climate emergency reports, our Council meeting deliberative agenda includes:
• A communication on a substantial change request from the Vermont Economic Progress Council (VEPC) on the Downtown Tax Increment Financing District in 2015, Burlington voters approved a ballot item authorizing the use of TIF for four blocks of street upgrades. Recent legislation has extended the timeframe during which the City is allowed to incur debt for financing public improvements for its Downtown TIF District to March 31, 2023. We would be going back to VEPC to make what is called a substantial change request to make Great Street improvements to the two Main Street blocks from Pine to Battery in addition to what had been requested in 2014. We will also hold a public hearing on this change request.
• We have three ordinance changes that are on our agenda for a 'second reading' which means we will hold a public hearing on them and then vote to make them part of our Code of Ordinances.
- The first is regarding heights for dormers and eaves.
- The second proposed ordinance change is regarding existing small lots development, removes bedroom and occupancy limits from Accessory Dwelling Unit standards, increases the maximum ADU size to 900 square feet, and changes duplex from a conditional to a permitted use in the RL and RL-W districts.
- The third change is regarding improvements and revisions to a chapter of the Code following the implementation and lessons learned from Form-based Code.
• We have two resolutions on our agenda Monday evening. The first is regarding meeting the basic needs of houseless Vermonters and the second is regarding studying a citywide Transportation Demand Management Program.
