Tomorrow, Monday, the City Council will convene its second of two regular meetings for the month of October. We are now able to offer remote (via zoom) access along with joining our meeting in person in City Hall.

To participate in Public Forum in person you can sign up at the meeting.

Following an executive session on the Downtown TIF District that will begin at 6:30pm downstairs in City Hall in the Bushor Conference Room, the Council meeting will begin at 7pm in Contois Auditorium.

Following any climate emergency reports, a Church Street Marketplace Commission appointment, and a Tax Appeals appointment, a reclassification of the position of Church Street Marketplace Director, in addition to these items, our Council meeting deliberative agenda includes:

• A presentation on Burlington's Racial Equity Strategic Roadmap.

• A communication on the use of ARPA funds to address Burlington Electric customer arrearages.

• A communication on the Great Streets Main Street Design Consultant Contract and Project Budget. The Main Street project is a collaborative effort between many city departments and includes the revitalization of six blocks of Main Street, from Battery Street to South Union Street. The 2017 draft concept plans reflect the objectives of the Great Streets Initiative by rebalancing the uses of the public right of way.

• The second reading of an ordinance regarding use of buildings by disorderly persons and keeping houses of prostitution. The proposed changes eliminate some of the prior language regarding 'vagrants, gamblers or common prostitutes' and eliminates prostitution as an unlawful activity.

We have three resolutions on our agenda:

• The first is a resolution cosponsored by 11 City Councilors and expressing our endorsement ofr the Burlington Police Commission's City-wide Mental Health Summit that will take place in January 2022.

• The second is a resolution regarding police oversight and accountability, giving authorities to the Police Commission to alter the police disciplinary system.

• The last resolution is regarding raising the authorized sworn headcount of the Burlington Police Department following the CNA report. This resolution includes a plan for reviewing the many other recommendations in the CNA report as well as a commitment that increasing the headcount of sworn officers must go hand in hand with continued progress with the Community Service Officers, Community Support Liaisons and the implementation of a crisis response program modeled after the successful CAHOOTS program.
