Hello neighbors!
To learn more about the current and proposed education funding formula tonight, please join Rep. Emma Mulvaney-Stanak (Burlington)) other progressive State Representatives and Rights & Democracy to discuss Vermont's current education funding policy and how it impacts our communities.

You must register to attend the online event (Zoom) on October 13th from 7-8:30pm. The first 30 minutes will include an overview of Vermont's education funding system and the proposed legislation, Act 59, to examine the weighted per-pupil formula as part of how funding for each District is calculated.

At 7:30pm there will be a conversation about the status of the legislative task force that's charged with examining the education spending/funding system and how their recommendations will frame the policy debate when the legislature reconvenes in January 2022.

Why is this important? Because Burlington's student population includes high proportions of students with EL, income, or special education needs. The per-pupil weighting formula counts these students as more than 1 student each, so Burlington's allocation (and other communities) of education funding from the State formula is intended to cover the higher costs of providing an equitable education for these cohorts. However, Act 59 recognizes that the current per-pupil formula does not adequately provide enough resources for Districts to close disparities experienced by these student cohorts. The task force is considering two ways to correct the current formula: categorical grants or increasing the per-pupil counts for these cohorts. There are many reasons who categorical grants are problematic for Burlington, and this event is an opportunity to learn more about both proposed solutions and understand the pros and cons of each. The Task Force is holding its second public hearing on Oct. 29, 2021.
