Dear Neighbors,

Please join us this Monday for our first City Council meeting back in City Hall! Yes, after sixteen months of virtual meetings, we will be holding our July Council meeting in person in Contois Auditorium.

There will be no zoom link for this meeting. Beginning next month, after some technical improvements are completed in Contois, it is our plan to offer hybrid access to our meetings. You will be able to join us and participate in public forum via zoom or in person.

Following a work session on short-term rentals, any climate emergency reports, and the extension of two entertainment permits and one special event permit, our deliberative agenda includes:

• A communication on the approval of the Water Resources Approval Program policies for Water Resources rebates and the temporary waiver of water and wastewater fixed meter charges for low-income, non-profit affordable and senior housing customers. This program is to assist lower-income customers as well as a rebate policy which would reimburse eligible account holders for the purchase of certain water fixtures and sewer lateral lining.

• A communication on the Consolidated Collection Study and next steps. This pertains to an initiative the city has been working on for some time: consolidating trash, recycling and compote pickup for residents. There is a detail study of this initiative along with several approaches. What is proposed by DPW staff is a hybrid collection model with the city continues to pick up recycling and franchised haulers collect trash and organics by areas of the city which they would bid on. The Transportation, Energy and Utilities Committee of the Council voted 2-1 against this proposal, opting for a fully municipal consolidated collection system. We are not voting on this Monday. This is a communication and opportunity for councilors to get information and ask questions.

• We have four resolutions on our agenda. The first is a review of sex worker City Charter and Ordinances. We will be voting on a resolution regarding divestment from weapons manufacturers. Our third resolution is regarding bikeways, parking and an intersection safety scoping study on Colchester Avenue. Our last resolution is to create a Dog Task Force.

Our last agenda items are two Executive Sessions, one regarding a personnel matter and another regarding an update on the CityPlace/Redstone mediation.
