This coming Monday, April 12, will be our second of three meetings for the month of April. This is the first business meeting of the new Council year, following Town Meeting Day elections.

Prior to getting to our deliberative agenda, we will have a presentation from Burlington Electric with a progress update on our Net Zero Energy 2030 plan.

Following public forum and any climate emergency report, we have six items on our deliberative agenda:

• We will have a second, and final, reading on an ordinance regarding changes to energy efficiency and weatherization in rental housing. To a large degree, this is a significant rewrite of the minimum energy efficiency standards ordinance regarding insulation standards, heating and cooling ducts, piping and hot water heating, doors and windows, all aimed at improving efficiency and weatherization for rental units.

• We will have a second, and final, reading on an ordinance regarding the regulation of leaf blowers. This ordinance will prohibit the use of gas powered blowers between Memorial and Labor Days in favor of electric or battery powered blowers. There will be a phase-in with the City taking the lead and converting to electric and battery powered blowers later this year.

• The third item is a resolution requesting funds for the Police Commission to enter into an agreement with NACOLE (National Association of Civilian Oversight of Law Enforcement) for training. The monetary request is for $5,500 for this training and membership in NACOLE. This organization is provides training and consultation to civilian oversight boards across the country.

• We will receive a communication from Acting Chief of Police Murad on the job description for Community Service Officers. The officers are not sworn officers and would perform support for law enforcement activities.

• We have two other communications: one regarding the Shelburne Street roundabout and further agreements as this project moves closer to construction, the other is regarding the concession and lease agreement for the Spirit of Ethan Allen this summer.
