The agenda consists of three items. The first item is a first reading on an ordinance regarding changes to energy efficiency and weatherization in rental housing. This amendment represents a material update and rewrite of the minimum energy efficiency standards ordinance regarding insulation standards, heating and cooling ducts, piping and hot water heating, doors and windows, all aimed at improving efficiency and weatherization for rental units. The second item is an update from the City Assessor, John Vickery, on the Citywide reappraisal project. The reappraisal process began in mid-2019. This month, the Assessor staff will complete their review of all properties in Burlington. During the third week in March, a Change of Value Notice will be mailed to all properties in Burlington. I was on the Board of Tax Appeals during the last Citywide appraisal and encourage all property owners to carefully review the data to insure the accuracy of information upon which the appraisal was based. Any property owner aggrieved by the updated appraisal has the right to appeal and request a hearing. Those hearings will be done in April and the City will review all appeals in May with resolutions mailed to these property owners in June. Tax bills for the upcoming year beginning July 1 will be based on the new assessed values.
