Our agenda Monday evening is a brief one. We have three items on our deliberative agenda.
The first item is a first reading on an ordinance regarding changes to energy efficiency and weatherization in rental housing. To a large degree, this is a significant rewrite of the minimum energy efficiency standards ordinance regarding insulation standards, heating and cooling ducts, piping and hot water heating, doors and windows, all aimed at improving efficiency and weatherization for rental units.
The second item is an update from the City Assessor, John Vickery, on the Citywide Reappraisal project. I have written about this to you a few months ago in a blue newsletter, explaining the reason for the reappraisal and the timeline for implementation. (I am happy to send you a PDF of the newsletter; please email me.) John was also at the Ward 6 NPA earlier this week. The reappraisal process began in mid-2019. This month, the Assessor staff will complete their review of all properties in Burlington. During the third week in March, a Change of Value Notice will be mailed to all properties in Burlington. Any property owner who wishes to appeal their assessed value can request a hearing. Those hearings will be done in April and the City will review all appeals in May with resolutions mailed to these property owners in June. Our tax bills for the upcoming year beginning July 1 will be based on the new assessed values. Our last agenda item is a resolution to accept and approve the FY2020 Audited Comprehensive Annual Financial Report (or CAFR). The CAFR is a three part report that has introductory information with an overview narrative along with financial and statistical data on the City. The foremost purpose of the CAFR is to provide financial transparency and to promote accountability.
