Riverfront Views vs. Functional Floodplains: The mountainous landscape of Vermont led communities to be built in or around floodplains. Locations close to rivers continue to be strategically important for development. How do we resolve the conflict between the need for development in the sought-after real estate in and around our river corridors and the need to maintain these properties as functional flood plains?
