Due to public health concerns over COVID-19, the Select Board is holding its meetings via Zoom for the foreseeable future. There will be no physical meeting, though it will be recorded electronically and in the minutes in compliance with Act 92 signed by Gov. Phil Scott on March 30, 2020. For more information on how to attend, please see note below. *

5:00 PM Call to order/amendments/welcoming guests

5:05 Considering Aegis's request for a letter support from the Select Board to the VT Public Utility Commission designating the location of solar electric generating facility (solar array) at 58 Center Road (abutting Kingsbury Construction) is a "preferred site." The Planning Commission will consider this request at its April 15th meeting. Nils Behn, Aegis CEO to attend. Action likely.

5:25 Approving 2020 Local Emergency Management Plan. Action likely. Board Chair's signature required.
In addition, considering requests from Central Vermont Regional Planning
Commission to share updated the above LEMP information with other Local Emergency Planning Committee members and other municipal officials in Washington County upon request. Action likely. Signature required.

5:40 Approving the FY21 Annual Financial Plan for Town Highways. Action likely. Signatures required.

5:45 Approving the Certificate of Compliance for Road and Bridge Standards. Action likely. Signatures required.

5:50 Treasurer's Report: addressing COVID-19 financial issues. Action possible.

6:15 OTHER BUSINESS

Renewing the Central Vermont Humane Society 2020 Stray Holding Agreement. Action likely. Authorizing SB Assistant to sign on Board's behalf if approved.
Approving the March 17, 2020, Select Board Minutes. Action likely.
Orders – reviewed and approved via email
Correspondence – April 3, 2020 notification from the Department for Children and Families (DCF) will move their temporary short-term residential stabilization program currently located in St. Albans to the Middlesex Therapeutic Community Residence.
Any other business that may come before the Board.

*All members, staff, and members of the public may attend and participate in electronic meetings (e.g., telephone, Zoom, GoToMeeting, Skype, etc.). Each member who attends electronically must identify himself or herself when the meeting is convened and must be able to hear and be heard throughout the meeting. Any voting that occurs at the meeting that is not unanimous must be done by roll call. Act 92 eliminates the physical location requirement for meetings of public bodies for the duration of the Governor's declared state of emergency. A public body will not have to designate a physical location in order to meet and, therefore, no one is required to be physically present for a duly warned meeting. The public body must post information on how the public may access meetings electronically. This information must be included in each meeting's agenda and we recommend including it in all notices or announcements as well. The notice and agenda requirements otherwise remain the same.
