1) Do we form a CUD?
a) Do we push to get started on the March 2020 town meeting ballot?
b) How big is our initial reach? Do we focus on the towns represented by this task force, or do we try to go countywide or even Southern Vermont-wide?
2) If not a CUD, then what? (e.g., apply for a BIG grant w/o a CUD)
