Lucy is a citizen of the Nulhegan Tribe in the Northeast Kingdom of Vermont. She has served on the Vermont Commission of Native American Affairs (VCNAA) for five years, four years as chairperson of VCNAA. she is the Education Coordinator, the Title VII, Indian Education Grant for Nulhegan Tribe-servicing Orleans Central and North Country Supervisory Unions. she provides programs for elementary schools, high schools, and colleges and she has created the Nulhegan Youth Drummers.
