One of my favorite sayings is "Trust but Verify". When it comes to political issues, what politicians and Government officials 'say' is not always what they 'do'. Getting the opportunity to see what they propose to 'do' in the plan before its enacted, is wise in my opinion.
As to representative government, not until Teddy Roosevelt were U.S. Senators elected. They were appointed by the State legislatures. As a result, machine politics determined who the Senators would be. A popular review of a proposed plan may slow things up, but 'good' Government is not necessarily a 'fast' government.
